Odesa plans to transfer land to the Center for Rehabilitation of Mother and Child

Odesa city council considered the issue of the land plot on Frantsuzsky Boulevard, which was annexed to the Center for Rehabilitation of Mother and Child in 2024. After clarifying the boundaries and reducing the area, it was decided to submit this issue for consideration at the next session.

The relevant decision was made at a meeting of the Commission on Spatial Development, Land Management and Regulation of Land Rights of the Odesa City Council.

The issue was discussed at the commission meeting with the participation of Natalia Zakharieva, Director General of the Center for Rehabilitation of Mother and Child, representatives of the relevant department and the organization that developed the land management documentation. According to the head of the institution, all the necessary documents have been prepared: in particular, cadastral numbers have been received from Kyiv, and there is a written request from the Minister of Health to complete the procedure.

The department reported that the city council had previously approved a decision to grant consent to the formation of a plot with an approximate area of 10 hectares. After the development of the land management project by a licensed organization, the actual area was clarified and amounted to 9.2609 hectares. The decrease was explained by the peculiarities of the territory: some of the land has separate cadastral boundaries due to the architectural area and the presence of plots used by the sanatorium.

During the discussion, the commission members drew attention to another problem: a 0.84-hectare plot of land that, according to the speakers, is being illegally occupied by a garage cooperative. This land is part of a protected area and has no title documents. The case is currently being considered by the court of first instance at the request of the Prosecutor's Office of the Prymorskyi District of Odesa. In case of a decision in favor of the state, further formalization of this land plot is possible.

The commission members emphasized that the difference between the estimated and actual area does not contradict the position of the State Land Cadastre and court practice, as the final boundaries are formed after the project documentation is prepared.

Following the discussion, the deputies decided to include the issue of the land plot of the Center for Rehabilitation of Mother and Child in one of the next agendas of the city council session . The commission also plans to ask the Prymorskyi District Prosecutor's Office to provide information on the progress of the court proceedings regarding the disputed 0.84 hectares.

In addition, the commission formed a preliminary agenda for the next session, which includes issues of transferring land to citizens, providing land plots for use and lease to legal entities and individuals, transferring land from municipal to state ownership, and technical amendments to previously adopted decisions. Separately, the deputies agreed to submit to the session the issue of granting permanent use of a land plot for the fifth sports school.

Odesa also approved a package of amendments to the community budget for 2026. The funds were allocated for security, transport, implementation of strategic programs and support for entrepreneurship, and the total amount of redistribution from the reserve fund exceeded UAH 75 million.
