Development strategy until 2027 presented in Odesa

The presentation of the final document of the Odesa Territorial Community Development Strategy until 2027 took place in Odesa on January 9.

The document was developed by experts from the city council and civil society organizations with the support of UNDP and funding from the Government of Japan.

The strategic vision of community development, as the main section of the document, was transformed into five strategic goals, which include 24 operational goals, and those, in turn, 233 tasks in 56 areas of city life. On January 28, the Odesa Development Strategy until 2027 is to be considered by members of the Odesa City Council.

The strategic goals of the document are as follows:

  1. To make Odesa an institutionally sustainable and cohesive city. The developers propose to achieve this goal by forming and manifesting the city's Ukrainian cultural identity; strengthening the capacity of local government and ensuring the quality of administrative services; ensuring balanced spatial development of the territory; developing a safe, accessible and integrated community transport system; and strengthening territorial cohesion.
  2. Ensure a sustainable and safe environment in the city. It is necessary to ensure

The third strategic goal is to establish Odesa as a center of international interaction and inter-municipal cooperation. To do this, they proposed to promote the city's European integration and develop international cooperation, as well as cross-border, inter-municipal and regional cooperation. In addition, it is necessary to strengthen the municipality's institutional capacity for international cooperation and to intensify the city's cultural and economic diplomacy.

At the same time, Odesa should become a city with a developed diversified, investment-attractive, and competitive economy and form and retain a strong human potential - the fourth and fifth strategic goals.

In April 2025, Odesa started working on the City Territorial Community Development Strategy until 2027. The city planned to spend UAH 1.68 million to prepare part of the document. The services were ordered by the municipal institution "Odesa 5T Grant Office". The services included strategic analysis, consultations with experts, working meetings and strategic sessions, as well as preparation of sections of the future document in accordance with the requirements of the United Nations Development Program.
