Odesa Oblast Hospital Announces Intention to Pay 3 Million to Repair Shelter in Basement

The Liubashiv Multidisciplinary Intensive Care Hospital has announced the search for a contractor to be paid for the current repair of the shelter in the basement of the main building.

The relevant information is available in the electronic procurement system Prozorro.

The auction in the format of open bidding with the expected purchase price of UAH 3 million 987.3 thousand is to be held on November 10. Liubashiv Multidisciplinary Intensive Care Hospital is the main healthcare institution in the Liubashiv settlement community. It provides qualified round-the-clock medical care to residents of Podilskyi and Berezivskyi districts of Odesa Oblast and adjacent districts of Mykolaiv and Kirovohrad oblasts. The specificity of the work is to provide emergency assistance to victims on the Kyiv-Odesa highway.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

As of January 1, 2019, the Liubashiv Central District Hospital was transformed into a municipal non-profit enterprise. The hospital's territory covers 7.3 hectares, with medical departments housed in 10 buildings.

The structure of the institution consists of a polyclinic, multidisciplinary surgical, operating unit, multidisciplinary therapeutic, neurological, maternity, pediatric, infectious diseases, intensive care unit, admission and diagnostic unit with emergency room, clinical and bacteriological laboratory, prosecture, food unit, laundry, and central sterilization unit. The total number of beds is 140.
