Odesa Municipality Decides to Inventory Land of Filtration Fields

The Department of Land Resources of the Odesa City Council has announced a tender to select a company to develop technical documentation on land management for the inventory of communal land.

According to the Prozorro electronic procurement system, the land in question is the area from the bypass road to the Odesa seaport overpass, i.e. the territory of the filtration fields, the Center for Public Investigations reported.

The auction is scheduled for August 19 with an expected purchase price of UAH 2 million 415 thousand. Term of delivery of goods, performance of works or provision of services: December 15, 2024.

The procurement is planned in the format of an open tender with special conditions.

Open bidding with special features means that almost all terms are shorter than those of open bidding in accordance with the Law On Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, in July, the Department of Land Resources of the Odesa City Council held a procurement to select a company that would develop technical documentation on land management for the inventory of municipal land.

The procurement was divided into three lots. In the first case, it is planned to develop technical documentation on land management for the inventory of communal land within Dalnytska, Budivelna, Buhayivska, Seredna, and Balkivska streets.

In the second case, the documentation will be developed for the city's land plot within Motorna Street and the railway line.

And in the third case, for the plot within Vasyl Stus, Melnytska, railway tracks, Novikov, Tankistiv, Johann Gen, Lugova, Ostap Vyshnia, Stovpova, Stepna streets and railway tracks.

The third lot is the most expensive - the expected purchase price was UAH 2 million 612 thousand 753. The second place was taken by the first lot, worth UAH 1 million 612.1 thousand, and the expected value of the second lot was UAH 875 thousand 140.

In all three cases, there was only one participant, and, accordingly, one winner - Land Cadastral Bureau Limited Liability Company. The company expects to receive a total of UAH 4 million 553 thousand 994 for the work.
