Odesa Hospital Selects Food Supplier for Patients Affected by Russian Aggression

The municipal non-profit enterprise City Clinical Hospital No. 1 of the Odesa City Council has conducted a tender to select a catering supplier.

According to the Prozorro electronic procurement system, the procurement is for four meals a day for victims of the military aggression of the Russian Federation in Ukraine.

The procurement was conducted in the format of an open tender with special conditions, and the only participant was Fabrika Smaku Limited Liability Company. If the deal is concluded, the company is expected to provide the hospital with 9,000 meals by December 31, 2025. It is to receive UAH 3 million 424.9 thousand for this.

According to the YouControl service, Fabryka Smaku was registered in May 2015 with a registered capital of 1,000 UAH, and two months later it received an order to supply food to hospitals in Odesa. The director and owner of the company is Igor Levinzon.

In May, the same company won a tender from the municipal non-profit enterprise City Clinical Hospital No. 10. It was about catering services for patients of obstetric and gynecological departments and catering services for patients in city hospitals.

And in April, from the Municipal Non-Profit Enterprise Children's City Clinical Hospital No. 3.

In December 2023, Nikcenter stated that Odesa medical institutions sometimes pay twice as much for food as in other cities. And the "fake" competitors of the "Fabrika Smaku" in tenders allegedly turned out to be its employees.

In September 2022, the Center for Public Investigations analyzed the composition of companies participating in tenders for the right to feed Odesa schoolchildren and identified the main players in this market in Odesa. The experts identified Fabrika Smaku LLC as one of the leaders.
