Odesa Hospital Selects Entrepreneur to Purchase Laser System

The municipal non-profit enterprise City Clinical Hospital No. 10 of the Odesa City Council has held a tender to select a supplier of a laser lithotripsy system.

This is reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with peculiarities and the only participant was an individual entrepreneur Oleksandr Leshchenko. He is to provide the hospital with the system for UAH 5 million 590.6 thousand by December 31, 2025.

Laser lithotripsy is a modern procedure that destroys stones in the organs of the genitourinary system. Crushing the stones with a laser turns them into small particles, which are subsequently excreted. This method is used for laser crushing of stones in: kidneys, ureter, bladder.

Open bidding with special features means that almost all terms are shorter than they were in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the Usativ village council of Odesa district held a procurement to select a company that will be paid for catering services for students of general secondary education institutions of the Usativ village territorial community. The procurement was held on January 22 in the format of an open tender with special features involving only the limited liability company Fabryka Smaku, which expects to spend UAH 16 million 339.2 thousand in 2025.
