Odesa hospital re-selects contractor to repair wards for aggressive patients

The municipal non-profit enterprise City Clinical Hospital No. 10 of the Odesa City Council has repeatedly conducted a procurement to select a contractor to be paid for the refurbishment of the ground floor.

The relevant information is available in the Prozorro electronic procurement system.

It is about the current repair of certain premises on the first floor for the accommodation and use of people with limited mobility, in particular for the physical isolation of people with aggressive behavior and mental disorders.

The procurement, like last time, was conducted in the format of an open tender with special features, and the only participant for the second time was Delaya Stroy Group Limited Liability Company. The company expects to receive UAH 1 million 81.3 thousand for the work in case of a deal, and the work is planned to be completed by December 31 this year.

According to the YouControl service, the company was registered in Odesa in 2018. The owner is Diana Sokolova.

The previous auction, which took place on November 9, was canceled because the tender proposal did not meet the terms of the technical specification and other requirements for the subject of the tender documentation.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

It is worth noting that after the Russian invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
