Odesa food monopoly wins new contracts in schools for 20 million

The monopoly enterprise Fabrika Smaku continues to receive contracts for catering in schools in Odesa and the region without auctions.

Two new tenders have recently been completed in the Prozorro system, where the company was the only participant and winner.

The first tender, announced by Odesa Lyceum No. 13, involves catering for 265 primary school students and 115 children from privileged categories. The total amount of the contract is over UAH 8.7 million.

The second contract concerned the organization of meals for privileged pupils in schools in Odesa Oblast. The customer was the education department of the Nerubay village council, and the procurement amount was over UAH 11.3 million.

Both procurements were conducted in the format of open bidding with special features that provide for shortened deadlines for submitting applications and appealing. There was only one bidder, Fabrika Smaku LLC, which won the tender.

Fabryka Smaku LLC was founded by businessman Igor Levinson in 2015, when city hospitals began purchasing ready-to-eat meals for patients. Two months after opening, the company received its first contract. Today, Fabrika Smaku provides food not only to hospitals but also to schools.

Intent has already written that at the end of 2024, Fabrika Smaku was the only participant in 37 tenders for catering services for Odesa hospitals and educational institutions. The total value of the agreements may reach more than 270 million hryvnias.

In addition, the City Clinical Hospital No. 10 ordered food for the patients of the medical institution. All four tenders with a total value of almost UAH 40 million were awarded to Fabrika Smaku LLC without an auction.

In addition, Odesa selected a caterer for the military for 21 million. The contract was again awarded to the same company.
