Odesa District Awards ₴4.3M Transportation Contract to Severn Trans LLC

The Department of Economics of the City Council of the Southern Odesa District conducted a procurement to determine the company that will be compensated for free regular special passenger transportation of community residents.

This is stated in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The procurement was held on March 1 in the format of an open tender with special conditions. Open bidding with peculiarities means that almost all terms are shorter than in open bidding in accordance with the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

We are talking about:

• Route No. 1 "Pivdenne (Yuzhne) city (roundabout through MIZ)" - the length of one revolving flight is 19 kilometers, the number of revolving flights per day is three flights, passenger transportation is carried out until December 31, 2025.
• Route No. 2 "Pivdenne (Yuzhne) - Sychavka (ring)" - the length of one return flight is 21 kilometers, the number of return flights per day is three flights, passenger transportation is carried out until December 31, 2025 (inclusive).
• Route No. 3 "Pivdenne (Yuzhne) - Koshary (ring)" - the length of one return flight is 26 kilometers, the number of return flights per day is three flights, passenger transportation is carried out until December 31, 2025 (inclusive).
• Route No. 4 "Pivdenne (Yuzhne) - Novi Bilyari village (round trip through Buldynka village)" - the length of one return trip is 33.5 kilometers, the number of return trips per day is three, passenger transportation is carried out until December 31, 2025 (inclusive).

The only bidder in the tender was Severn Trans Limited Liability Company. The company expects to earn UAH 4 million 303.7 thousand.

According to the YouControl service, Pivden Trans LLC was registered in 2021. The ultimate beneficial owner is Karine Sardarian.
