Odesa deputy mayor placed under nightly house arrest

On October 31, the Pechersk District Court of Kyiv imposed a measure of restraint on the Deputy Mayor of Odesa for the activities of executive bodies, Hanna Pozdnyakova, in the form of nightly house arrest until December 28, 2025.

She and other officials of the Odesa City Council are suspected of negligence that led to the deaths of nine people during the bad weather on September 30.

On October 29, the former mayor of Odesa , Hennadiy Trukhanov, and his deputies were served with a notice of suspicion of negligence in office, which led to the deaths of people during the floods of September 30. According to the investigation, the officials failed to provide an adequate response to the disaster and allowed large-scale consequences of the weather.

The former officials were served with a notice of suspicion on the evening of October 28, right in the parking lot of the Ark Spa complex. According to the investigation, the former official failed to ensure the proper functioning of the city's engineering networks and did not take measures to repair storm sewers and drainage systems.

Eight people were suspected under part 3 of Article 367 of the Criminal Code of Ukraine - official negligence - including deputies Anna Pozdnyakova and Valery Silin, director of the City Roads utility Vadym Todiychuk and director of the Municipal Economy Department Leonid Hrebenyuk.

The storm that hit Odesa on September 30 caused significant damage, flooding the streets, causing power outages, damaging property and toppling hundreds of trees. About 300 private houses and 400 apartment buildings were damaged, and 11 people died - nine drowned and two died of heart attacks when they were swept away by the flood.

On the evening of October 12, Gennadiy Trukhanov said that the authorities were allegedly planning to deprive him of Ukrainian citizenship because of suspicions that he had a Russian passport.
