Odesa Customs Head Volodymyr Alekseev Declares Kyiv Real Estate Assets

Volodymyr Alekseev, head of the Odesa customs post, has declared real estate in Kyiv, including a 752 m² land plot, an apartment jointly owned with his wife, and an unfinished country house.

According to the Center for Public Investigations, this is stated in the annual declaration published by the official for 2024.

According to the information provided, Volodymyr Alekseev owns a 752 m² plot of land in the capital, which he acquired in 1999.

In addition, he owns a 124.5 m² apartment in Kyiv, which he shares equally (50% each) with his wife Zhanna Alekseeva and another co-owner, citizen Liudmyla Avizba.

The official also has an unfinished construction project - a 303.6 m² garden (country) house, the construction of which began in 2000, but as of 2024 it has not been put into operation.

The declaration lists a car Lexus RX200T (made in 2017), which Alekseev uses free of charge. The car is owned by his retired mother, Halyna Alekseeva.

There is no information on corporate rights, securities and significant financial assets in the declaration. However, there is also no information about income or cash savings.

In 2024, a customs officer indicated that he received UAH 500 thousand in payments from customs. His wife did not declare any income. Alekseev probably mistakenly indicated that he had UAH 20 million, although in fact his official cash savings amounted to UAH 2 million.

Meanwhile, the rector of Odesa National Medical University, Valeriy Zaporozhan, received more than half a million inheritance from his wife.

And the deputy of the Odesa Regional Council Serhii Parashchenko declared dividends he received in late 2024 and early 2025 totaling UAH 3 million 139.7 thousand.

The Center for Public Investigations also reminded us which officials in Odesa, Mykolaiv and Kherson regions tried to hide their financial statements.
