Odesa company to renovate dining room in Mykolaiv school for over UAH 23 million

Representatives of the local authorities in Mykolaiv tried twice unsuccessfully to find a contractor to repair the canteen in one of the city's gymnasiums. On the third attempt, they succeeded. An agreement is now expected to be signed.

The Center for Public Investigations learned about this from the materials of the tender procurement on the Prozorro website.

On November 4, the Capital Construction Department of Mykolaiv City Council held an auction in the form of an open tender with special features.

Two bidders came to the auction - Mykolaiv-based Tanalbud and Odesa-based Design and Construction Company Ukrinvestbud, whose price offer was more favorable for the customer - UAH 46,500 less than the maximum possible.

The company is currently awaiting the signing of a contract for the overhaul of the canteen at Mykolaiv Gymnasium No. 52.

According to the YouControl service, Design and Construction Company Ukrinvestbud LLC was registered in 2018 in Odesa. The head of the company is Kostiantyn Koniushonok.

The company's main activity is the construction of residential and non-residential buildings and other structures.

According to the project, the contractor is obliged to carry out repair work in the canteen, install a heating system, fire safety, ventilation, and lightning protection. In addition, he has to equip the sewage system, asphalt the courtyard and plant lawns.

The first procurement was announced on September 11 with a repair cost of UAH 22 million 107 thousand 450. However, the tender was canceled on September 12. The reason given was "the impossibility of eliminating the identified violations of the legislation in the field of public procurement."

A second attempt to find a contractor to repair the canteen took place on October 17. At that time, the purchase price increased by UAH 1.2 million, but the auction was canceled due to the lack of bids.

Earlier in Mykolaiv region, a major overhaul of the canteen at Vradiyivka Lyceum No. 2 was planned. The work was commissioned by the Education Department of the Vradiyivka Village Council. More than five million hryvnias were planned to be spent from the budget. The source of funding is the local budget and a subvention from the state budget.
