Odesa Capital Construction Department Spent Hundreds of Millions: What the Money Went For

In 2025, the largest expenditures of the Capital Construction Department of the Odesa City Council concerned major repairs of institutions, landscaping, and network restoration.

Intent found out what exactly the city budget funds were planned to be spent on using the Zakupivli.pro platform.

It should be borne in mind that the analysis was based on the expected procurement amounts, as prices should be reduced during auctions.

The department started the tender year in February with a search for a contractor to restore part of the roof of the architectural monument administrative building at 33 Hradonachalnytska Street. More than UAH 6 million was allocated for this purpose. At the end of the month, a procurement for the development of project documentation for the overhaul of the building of the City Clinical Hospital No. 11 was made for more than UAH 2 million.

In March, almost UAH 30 million was allocated for the overhaul of the shelter of Odesa Gymnasium #52. The contract was awarded to Kam-Ekorembud LLC, which had previously been involved in journalistic investigations into the overpricing of materials in the repair of the shelter of City Hospital No. 11. In the same month, a tender was held for the overhaul of internal power supply networks with backup power supply at hospital No. 11, worth UAH 2.3 million.

In April, more than 20.5 million was planned for the overhaul of Odesa gymnasium No. 5 on Malinovskogo Street. On the same street, they announced the search for a contractor to overhaul elementary school No. 64 for more than 33 million. Interestingly, in 2021, a similar tender cost more than 25 million. Another large-scale tender concerned repair and restoration work at gymnasium #107, worth UAH 92.5 million.

Not all procurements concerned educational institutions. For example, more than 167 million was planned for the overhaul of the coastal protection from 90/51 Novoberehova Street to 10 Arkadiya Beach. The bidding was initially suspended due to complaints from participants, but the contractor was eventually selected.

In May, a basketball court and a sports ground were to be repaired in the Kursantski Skhody park on Balkivska Street, taking into account the needs of people with disabilities. More than UAH 5.5 million was allocated for this purpose.

One of the most expensive procurements concerned the overhaul of the Novoarkadiyskyi collector, its offshore part. The Center for Public Investigations wrote that this is the fourth attempt to overhaul this facility. In 2017, almost UAH 49 million was spent on the work, in 2019 - another UAH 115 million, and in 2021 the cost rose to UAH 175 million. The first two repairs were carried out by Rostdorstroy, the company of Odesa City Council member Yuriy Shumakher.

In June, almost UAH 66 million was allocated for the new construction of a shelter for gymnasium No. 61.

In July, a tender was announced for the restoration of the premises to be converted into a rehabilitation unit at the City Clinical Hospital No. 1, better known as the Jewish Hospital, which was to cost 36.4 million. Another major purchase was the overhaul of the medical gas engineering networks in the city's infectious diseases hospital with landscaping, which was planned for more than 15 million.

In addition, the department made smaller purchases: repair and maintenance of Renault Sandero and Renault Logan II vehicles, purchase of computer equipment, overhaul of power grids with a solar station for the Center for Social and Psychological Rehabilitation of Children and the Center for Social Services. It is also planned to build water supply mains from Bagritskoho Street to Frantsuzsky Boulevard and to restore the Territorial Social Service Center of the Prymorskyi District with accessibility for people with limited mobility.

In total, in 2025, the Capital Construction Department of Odesa City Council could spend about UAH 473 million on the largest procurements.

In 2025, the Service for Infrastructure Restoration and Development in Odesa Oblast allocated billions of hryvnias for road repairs and maintenance, modernization of border crossing points, and housing rehabilitation. At the same time, significant sums were spent to ensure the operation of the institution itself.
