Odesa Border Control and Toxicology Laboratory Decides to Renew its Vehicle Fleet

The Odesa Border State Control and Toxicology Laboratory has announced the purchase of a specialized passenger car.

The relevant information is available in the Prozorro electronic procurement system.

It is a laboratory of the State Service of Ukraine for Food Safety and Consumer Protection, for which it is planned to pay UAH 1 million 750 thousand. The auction is scheduled as an open bidding with special conditions on November 25. The car must be equipped with a thermal suitcase or thermal bag with a volume of at least 17 liters with cold batteries in the amount of at least 10 pieces, and marked with two contrasting stripes, 100 to 250 millimeters wide, with the inscription "Laboratory of the State Service of Ukraine for Food Safety and Consumer Protection".

The supplier shall install the thermal case in the luggage compartment and fasten it to the body elements with quick-release locking devices that must securely fix the equipment while the vehicle is moving. The installed equipment must be new and in good condition. The warranty period for the vehicle must be at least 5 years or 100 thousand kilometers (whichever comes first).

Open bidding with special features means that almost all terms are shorter than they were in open bidding under the Public Procurement Law. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the public utility company City Roads held a tender to select a company to be paid for restoring the road surface after emergency repairs to heating networks in Odesa. The tender with an expected procurement value of UAH 34 million 666.3 thousand was held on November 12 in the format of an open tender with special conditions. The winning company will have to work until December 31, 2024. It was the only bidder, Rostdorstroy Limited Liability Company. The company expects to receive UAH 34 million 579.3 thousand if the deal is concluded.
