Odesa has started drafting the City Territorial Community Development Strategy until 2027. The city will spend over UAH 1.68 million to prepare part of the document.
The corresponding tender was published in the public procurement system Prozorro.
The services were ordered by the municipal institution "Odesa 5T Grant Office". The services include strategic analysis, consultations with experts, working meetings and strategic sessions, as well as preparation of sections of the future document in accordance with the requirements of the United Nations Development Program.
As part of the contract, the contractor is to conduct analytical research on the state of community development, from the historical context and demographics to infrastructure, economy, finance, and local government. The contractor will also prepare a SWOT analysis that will identify the strengths and weaknesses, opportunities and threats to the community, as well as key challenges and trends that will affect its development in different time horizons.
Applications from participants will be accepted until April 23, and the next day an auction will be held in an open bidding format with special features that provide for shorter application and appeal deadlines.
The development of the strategy started on February 6, 2025, based on the decision of the City Council of June 26, 2024. The document is to become the basis for strategic planning of regional policy at the community level, according to the Odesa City Hall.
Earlier, the city council decided to conduct a sociological survey among young people and other groups to determine the level of linguistic and cultural identification. For this purpose, 30 thousand hryvnias were allocated from the city budget as part of the Ukrainian language development program for 2024-2025.
Most of this amount - 23 thousand hryvnias - will be spent on the production of printed materials. Another 6 thousand hryvnias will be spent on services for organizing and conducting research. The rest (1 thousand hryvnias) will be used to purchase badges for survey participants.
