Newly formed consortium wins contract to repair Odesa port shelter

A newly formed consortium may be awarded the contract for the overhaul of the storage facility for the Odesa port. Its founders are companies associated with a businessman who regularly receives millions of dollars in government contracts without competition.

At the end of September, the Odesa branch of the State Enterprise "Ukrainian Sea Ports Authority" (USPA) announced a tender for construction works on the overhaul of storage facility No. 10. The cost of the work was estimated at UAH 25.4 million.

Participants had to provide a bid security in the amount of 127 thousand hryvnias, and a bank guarantee had to be 5% of the value of the future contract. As the Center for Public Investigations wrote, the works include a complete overhaul of the storage facility in accordance with state building codes and standards approved by the Ministry of Community Development, Territories and Infrastructure of Ukraine. The project documentation was developed in 2024, and the technical specifications were determined in accordance with the current estimate standards.

Payment to the contractor is to be made after signing the acts of completion - in the amount of 100% for the actual work performed. According to the terms of the procurement, the customer will return the deposit only after the contract is properly executed.

The auction was scheduled to take place on October 24, but it did not take place - only one company, the Mainline Plus consortium, applied. According to YouControl, the company was established on June 6, 2025. The founders were Valk Construction Company LLC and Avtomagistral-Zakhid LLC. The latter is associated with Serhiy Yuzvishyn, a businessman who, within a year, became the owner of several companies that won government tenders for more than a billion hryvnias.

Despite its "young age," the consortium has already been featured in journalistic investigations. In 2025, the company earned more than UAH 217 million from public procurement.

In particular, UAH 102.5 million was spent on the reconstruction of the Kherson Children's Regional Clinical Hospital, as Intent recently reported.

Also, at the end of September, the Odesa branch of the State Enterprise "USPA" announced another tender for the overhaul of the company's roads. Another Yuzvishin company, Avtomagistral-Zakhid LLC, was awarded a contract for UAH 24 million without an auction. Such contracts without bidding have already become a common practice for this contractor.
