New parking fees have been finalized in Odesa

New rates for vehicle parking spaces in Odesa have been submitted to the Odesa City Council for approval.

This was announced by Yevgen Tyabus, director of the municipal enterprise “Odesstransparkservice,” at a meeting of the standing committee on transportation and road infrastructure on June 23.

The fact is that the rates set by the city council in 2022 were overturned by a court ruling, and as committee chair and council member Petro Obukhov stated, the city is currently operating under the 2011 rates, which are no longer relevant. 

Yevhen Tyabus assured that the new draft resolution takes into account the claims that led to the lawsuit and the cancellation of the previous rates. 

“The main complaint was the failure to take into account the location of land plots used for vehicle parking and specially designated parking lots. The updated draft resolution approves a list of special land plots designated for vehicle parking,” noted Yevhen Tyabus. 

He also emphasized that the new draft resolution establishes the coefficients that were approved in 2011—in 2022, a single fee rate of 0.025% of the minimum wage was set for everyone, while the new draft proposes collection rates of 0.015%, 0.0015%, and 0.06% of the minimum wage. The uniform parking fees will ultimately be set at 0.033%, which amounts to 30 kopecks per meter of parking space per day. Previously, the rate was 21 kopecks per meter. Each parking space ranges from 13.5 to 20 meters. In total, there are 121 parking lots, and the plan is to generate 121.6 million hryvnias for the budget over the course of a year. 

It should be noted that the Odesa region collected 27.1 million hryvnias in parking fees —the highest amount in Ukraine for January–April 2026. Nationwide, taxpayers paid 73.5 million hryvnias in vehicle parking fees to the budget from January through April 2026. Revenues increased by 12.3% compared to last year. Last year, this amount was 65.5 million hryvnias. The taxpayers liable for the vehicle parking fee are legal entities, their branches (offices, representative offices), and individual entrepreneurs—parking lot operators—rather than drivers.
