Law enforcers have identified ten servicemen of the 404th motorized rifle regiment of the "Dnipro" group of the Russian Federation who may be involved in drone attacks on civilians in Kherson region.
This was announced by Prosecutor General of Ukraine Ruslan Kravchenko.
According to the investigation, during 2025, the Russian military regularly launched drones from the temporarily occupied left bank of Kherson region to settlements on the right bank of the Dnipro River. The attacks involved FPV drones and drones with ammunition drops equipped with high-explosive charges.
Investigators note that the operators saw their targets in real time through cameras on the drones. Civilians, civilian cars and residential buildings were targeted. Attacks on rescuers and medics were recorded separately.
In particular, the Russian military struck again at places where rescuers were working after the shelling. Kherson City Hospital and emergency medical vehicles were also attacked.
As a result of these attacks, people suffered burns, barotrauma, fractures and shrapnel wounds. Some of the attacks resulted in civilian deaths.
According to the Prosecutor General, the Russian military used video recordings of the attacks in propaganda materials, demonstrating strikes on civilians as part of drone operator training.

According to the prosecutor's office, since the beginning of the full-scale invasion, more than 300 civilians, including three children, have been killed by Russian drones in Kherson region. Almost three thousand people have been injured, including 47 children.
All ten identified Russian servicemen were notified in the absence of suspicion of violating the laws and customs of war. The investigation is ongoing.
Earlier, American journalist Zarina Zabriskie, who documents Russian war crimes, announced her return to Kherson amid new drone attacks and the so-called "truce." According to her, the city continues to live under the threat of drones that lie in wait for people near the roads and spread Russian propaganda.
