The National Agency for the Prevention of Corruption has announced that it has found inaccurate information in the 2023 declaration of Petro Obukhov, a member of the Odesa City Council.
According to the agency's reference, the inaccuracies concerned the purchase by the deputy of shares in the closed non-diversified venture corporate investment fund MACROS worth UAH 16 million.
Petro Obukhov himself explained to the NACP that he had entered into an agreement with Oleksandr Kapitan to purchase shares, but the agency stated that this agreement could not be taken into account because the MP entered into the agreement as an individual entrepreneur, not a legal entity with a broker's license, and the agreement was void. Also, Petro Obukhov did not indicate that he had received 16 million from the Captain.
According to his explanations, as stated in the certificate, he received UAH 9 million 612.5 thousand directly from Oleksandr Kapitan, and another UAH 6 million 451 thousand through an intermediary. He received the money from Oleksandr Kapitan in cash and subsequently deposited it into a bank account, while the money from the intermediary was transferred to his account immediately.
The NACP also decided that Petro Obukhov had provided false information about his income from business activities. He indicated 5 million 24 thousand hryvnias, and the audit showed that the MP earned 6 million 423 thousand 483 hryvnias. Petro Obukhov explained to the agency that he was on different taxation systems when preparing his declaration, so it was difficult to calculate his income. In addition, he indicated that he received dividends in the amount of UAH 1 million 485 thousand, and the audit showed that the amount reached UAH 2 million 366 thousand. The MP explained that he had entered the data in the declaration based on the movement of funds in his personal account and considered this data reliable, so he did not order a certificate from the State Register of Taxpayers.
In the end, the NACP counted violations in the amount of UAH 18 million 280.6 thousand. Instead, Petro Obukhov declared a monowheel and a bicycle that were not required to be declared.
