NABU investigation company awarded 55 million contract in Odesa

Odesa ordered the reconstruction of the Ministry of Internal Affairs buildings. The contract for more than 55 million hryvnias was awarded to a company that appeared in the Mindich tapes.

This was reported by the Center for Public Investigations.

The State Institution "Center for Infrastructure and Technologies of the Ministry of Internal Affairs of Ukraine" announced the completed procurement for the reconstruction of non-residential premises in the Prymorskyi district of Odesa at 6 Donorska Street (formerly Slepneva Street). The project includes internal redevelopment, one-storey extension, arrangement of an administrative and information center and landscaping of the adjacent territory.

The expected cost of the works was UAH 55.2 million. Construction Industry Countryinvestbud LLC was selected as the contractor, and the works are to be completed by June 30, 2026.

The procurement took place without a tender, as it involves additional work under the same contract, which is valid for three years after the main tender and does not exceed 50% of its value.

The project envisages the transformation of the buildings into a modern administrative and information center for the Ministry of Internal Affairs, preserving the foundations and external dimensions of the existing structures.

According to YouControl, the capital's Construction Industry Countryinvestbud was registered in 2020 and is owned by Yurii Romashko.

Since 2021, the company has received state contracts worth UAH 1.4 billion, most of which - 930 million - without tenders in the separate division Atomproektengineering of Energoatom and other structures of the enterprise. The works included the construction of protective structures at the South Ukrainian, Rivne and Khmelnytsky NPPs, as well as at the Centralized Spent Fuel Storage Facility.

As Nashi Hroshi wrote, these facilities came into the spotlight because of the Mindich tapes - NABU records from the back offices of the group that controlled Energoatom's procurement, where the company acted as a contractor.

Regarding criminal cases: according to the decision of the High Anti-Corruption Court of November 20, 2025, in April 2023, the Administration of the State Special Communications Service created a commission to review the procurement of unmanned systems. In 2020-2023, the management of the State Special Communications Service controlled the conclusion and execution of construction and repair contracts performed by this company.

Later, part of the work was transferred to the newly created Consulting-Bud and related companies, which reduced the participation of Construction Industry Countryinvestbud LLC. According to the investigation, in February-April 2023, the management of the State Special Communications Service colluded with entrepreneurs to purchase drones at inflated prices and squander public funds allocated for special equipment for the Defense Forces under martial law.

Last year, the experts analyzed the measures taken by Energoatom and Ukrhydroenergo to prevent blackouts, including the construction of shelters for key energy facilities. Seventeen procurements concerned nuclear power plants for a total of UAH 1.29 billion, and the rest were for hydroelectric power plants. Almost all of the work on the design documentation for the three NPPs was performed by Construction Industry Countryinvestbud, which later carried out construction and supervision.
