Mykolaivvodokanal Will Pay Up to 20% of Its Debts to Collectors

The municipal enterprise "Mykolaivvodokanal" has announced a tender for the services of a collection agency to handle consumer debt for centralized water supply and wastewater services. The company expects to recover 6,585,414 hryvnias through this process and is prepared to spend up to 1,097,569 hryvnias (excluding VAT) on the collection agency’s services.

This is stated in the tender documentation of the municipal enterprise “Mykolaivvodokanal,” published on the Prozorro system on September 25, 2026.

According to the technical specifications, the project specifically involves the collection of arrears for water supply and wastewater services. The documentation estimates the total amount of debt at 6,585,414 hryvnias.

However, the collection agency will not be paid a fixed amount for each debtor, but rather a percentage of the funds actually recovered. The documentation specifies that the remuneration will be calculated using the following formula: the purchase price proposed by the winning bidder is divided by the projected amount of collections.

At the maximum purchase price—1,097,569 hryvnias excluding VAT, or 1,317,082.80 hryvnias including VAT— — the fee will amount to 20% of the projected amount to be collected. In other words, for every 100 hryvnias of debt recovered, up to 20 hryvnias may go toward paying the collection agency’s services.

The cost of services will include working with debtors to recover the debt. Specifically, the documentation provides for sending notifications, text messages, letters, and demand notices.

After the contract is signed,“Mykolaivvodokanal” must provide the contractor with the first list of debtors within ten days. Going forward, the company will be able to provide updated and additional lists. These lists must include, among other things, information about the debtors; if a court ruling already exists regarding a specific debt, they must also include the date of that ruling and the amount subject to collection.

The debt collector will operate exclusively in the interests of “Mykolaivvodokanal.” The draft contract provides for the collection, storage, and use of information about debtors in accordance with personal data protection laws, as well as negotiations with debtors, their representatives, and third parties.

The debt will be considered reduced or paid off as a result of the collection agency’s work if, during the term of the contract or within 30 calendar days after its termination, the debtor or another person acting on their behalf transfers funds to the account of “Mykolaivvodokanal.”

The estimated procurement value is 1 million 97 thousand 569 hryvnias, excluding VAT. Services must be provided from the date the contract is signed through December 31, 2026.

Participants may submit bids until October 12, 2026, and the electronic auction is scheduled for October 13. The winner will be determined based on price.
