Mykolaiv region reveals overpayments in construction of shelter for children for 85 million

In Mykolaiv region, a company linked to scandalous projects in Mykolaiv has been found to have inflated prices for the construction of a shelter for children. A company associated with scandalous construction projects in Mykolaiv received a contract worth more than 85 million.

The Department of Education, Culture, Youth and Sports of the Bereznehuvata Village Council ordered the construction of an underground shelter for 239 people, which provides facilities for children of all ages, bathrooms, a cafeteria, a pantry and locker rooms, with backup water and electricity supply, waterproofing and access for people with limited mobility.

The project was prepared by BTC Granit-V LLC, adjustments were made in the fall of 2025, and technical supervision for UAH 1.17 million will be carried out by Prom-Art-Project LLC.

This is the second attempt to implement the shelter: the first agreement for UAH 59.3 million with Arena Sport 2011 LLC was terminated in 2024 after partial completion of the work. The construction is financed from the local budget, and the contract price is dynamic.

This time, the contract was awarded to Basis Construction Company LLC, which applied for the tender 10 minutes after the announcement.

According to analysts, the estimate contains inflated prices for materials: rebar of class A-III was included at UAH 43,740/t, while real market prices are 20-25% lower; B30 concrete - from UAH 4,688 to UAH 6,060/cubic meter instead of UAH 4,350-5,046/cubic meter; airtight doors - at UAH 174-191 thousand/square meter with a market value of UAH 34-70 thousand/square meter. The estimated overpayment for the verified items alone may exceed UAH 4 million.

Basis Construction Company was the only participant in the open bidding. The customer did not impose strict requirements - it was necessary to confirm the availability of equipment, qualified employees and similar experience. However, some of the documents were attached in Russian without translation into Ukrainian, but the client did not notice any violations.

The company was registered in 2005 and is headed by Yevhen Dakhov. Previously , Tetiana Dakhova was among the founders. The company owns stakes in other companies owned by Dakhov and his partners, which are associated with scandalous construction projects in Mykolaiv. By 2017, Basis Construction Company LLC had signed contracts worth UAH 95.35 million, the current contract being the largest.

Prosecutors also submitted to the court an indictment against three heads of private enterprises. The scheme was organized by the former director of the Self-Supporting Construction Mechanization Unit. They artificially inflated the cost of materials and, through manipulation, ensured that only selected suppliers won tenders. The difference in price was transferred to the accounts of private companies in the form of kickbacks.
