Mykolaiv region is the leader in the south in fines for trucks for overloading

Mykolaiv region has the highest number of fines for overloading trucks among the southern regions. Odesa region ranks second, and Kherson region is not represented in the statistics at all.

This is evidenced by data from the Openabot monitoring service.

In 2025, the number of fines for overloading trucks in Ukraine decreased by a third. In five months, WIM systems recorded 2,441 violations worth almost UAH 30 million. The average fine is UAH 12,000, which is almost half as much as before the full-scale war.

Among the southern regions, Mykolaiv region recorded the highest number of violations - 534 decisions from October 2021 to May 2025. In Odesa region, there were only 375 resolutions despite a higher volume of transportation. Kherson region is not represented in the statistics, probably due to the lack of working WIM systems among the hostilities.

For comparison, there are more than 10,000 such resolutions in Kyiv region and more than 8,500 in Dnipropetrovs'k region.

In total, there are 57 automatic weighing platforms in Ukraine in 20 regions, but 55 of them are actually violated in 19 regions. Only one WIM complex has been installed in Mykolaiv region. Most of the complexes are installed in Kyiv (7) and Khmelnytskyi (6) regions. After a pause at the beginning of the full-scale intrusion, the system resumed operation in May 2022.

From December 2024 to March 2025, Ukrainians accumulated more than 100 thousand new debts. Among the southern regions, Odesa is in the lead, followed by Mykolaiv, and Kherson.

Most proceedings were opened for non-payment of fines for traffic violations - 1.9 million cases (21.4%). Over 1.8 million more debts relate to administrative offenses, and 1.6 million are for penalties in favor of the state budget. In total, the Unified Register of Debtors now contains over 9 million entries, and the number of proceedings has recently increased by 1.9%.
