Mykolaiv region cancels tender for shelter for military for one hundred million

In Mykolaiv region, a tender for the construction of a radiation shelter for UAH 100 million was canceled. Because of this, the client was unable to eliminate the violations and canceled the procurement in accordance with the law on public procurement.

This is evidenced by data from the Prozorro procurement system.

In Mykolaiv district, a tender for the construction of a new civil defense facility, a radiation shelter, which was supposed to ensure the safety of residents in case of emergencies, was canceled. The customer was a military unit, and the expected cost of the project exceeded UAH 107 million. Construction was planned to take place during 2025-2026 with completion by June 30, 2026.

The tender was announced in late September, and the auction was scheduled for October 13. Two companies took part in the auction - Road Machines and Mirales - and the latter won. There were no complaints during the procurement, and it would seem that the process should have gone smoothly.

However, during the inspection, a discrepancy was found between the project documentation and the estimate approved by the expert report. Because of this, it was impossible to eliminate the violation, and the tender turned out to be illegal. In this regard, the procuring entity decided to cancel the procurement in accordance with the Law on Public Procurement.

The notice of the tender cancellation was automatically sent to all participants through the electronic procurement system on the day of publication. The document clarified that the simplified procurement, the subject of which was the construction of a radiation shelter, was canceled. Thus, plans to build a new protective infrastructure in the area are temporarily disrupted, and a new tender must be announced again after all violations in the project documentation are eliminated.

Also, analysts of the Economic Security Bureau in Odesa region found a risky procurement for the reconstruction of buildings and a boiler house of one of the educational complexes in Podil district. The client planned to spend more than UAH 80 million on the work. The winner of the tender was a company that did not have the necessary material and technical base to perform such work. As a result, the tender was canceled.
