Mykolaiv Institute Allocates ₴2.2M for Repairs After Russian Shelling

More than two million hryvnias were allocated to repair the Mykolaiv Institute of the National Academy of Sciences of Ukraine, which was damaged by Russian shelling. This is not the first procurement; two were held last year, and an agreement was even signed for the repairs, which were supposed to be completed by the end of the year.

This was reported by the Center for Public Investigations, citing data from the Prozorro electronic public procurement system.

The Institute of Pulse Processes and Technologies of the National Academy of Sciences of Ukraine in Mykolaiv planned to hold an auction for the overhaul of the central facade of the three-story Laboratory Building No. 3.

The repairs include replacement of windows and are being carried out as part of the restoration of damage caused by the aggression of the Russian Federation.

This is the second stage of repair work, and the expected cost of the work is UAH 2 million 208 thousand 466.

Bidders can submit their proposals until February 24, and the bidding will take place on February 25. The minimum price reduction step is UAH 11,422. No bid security is required.

The selected contractor must disassemble and dismantle the windows, make exterior finishing, manufacture a metal frame, install a wall sandwich panel, install additional strips on the 1st and 3rd (2nd stage) floors of the building, manufacture and install windows on the 1st and 3rd (2nd stage) floors of the building. And also install metal grilles.

Payment for the services will be made upon completion of the work within 100 banking days. The works are scheduled to be completed by the end of May 2025.

In October 2024, the institute had already announced a tender, but the bidding did not take place. It was noted that during the procurement, the expected cost was incorrectly calculated, which amounted to 2 million 59 thousand 464 hryvnias, which is about 150 thousand less than now.

However, it was not just one tender, as another auction was held at the same time, where the expected cost of the procurement was UAH 2 million 159 thousand 685. It was also planned to overhaul the central facade of the three-story Laboratory Building No. 3 with replacement of windows.

The contract with the selected contractor, Thermo-Bud Engineering LLC, which was the only one before, was signed in November 2024. On December 26, the agreement was amended.

According to the contract, the parties agreed to reduce the amount to UAH 2 million 94 thousand 724. The contractor had to complete the work by December 20, 2024, and payment was made. It is not known why the tender for the repair, which was supposed to be completed at the end of last year, has been announced again.

Mykolaiv region is also still looking for a company to build a public warning system. For the second time, a tender has been announced to select a contractor who can receive UAH 86 million from the local budget.

Meanwhile, Mykolaiv has signed an agreement to repair the shelter with a company that has repeatedly cooperated with the city council. This is the third contract with NDB Group LLC for the shelter. The contract was concluded on January 21, 2025 for the current repair of the civil protection structure No. 52461. The expected cost of the works is over UAH 11 million.
