Mykolaiv Announces New Tender for 86 Million Hryvnias Public Warning System

Mykolaiv Oblast is continuing to try to find a company to build a public warning system. For the second time, a tender has been announced to find a contractor who can receive 86 million from the local budget.

This was reported by the Center for Public Investigations, citing data from the Prozorro electronic public procurement system.

The Civil Protection Department of Mykolaiv Regional State Administration has re-announced a tender to find a contractor for the construction of a territorial automated centralized warning system in Mykolaiv region.

Proposals can be submitted until February 19, and the auction is scheduled to start on the same date.

The local budget allocated about UAH 86 million 162 thousand 854 for this purpose. The minimum price reduction step is 0.50%, or UAH 430,814.

The selected contractor must provide a certificate indicating the availability of the necessary equipment and material and technical base, including administrative premises, a vehicle and licensed software.

The construction of the alert system must be completed by October 31, 2026.

According to the tender, this is a recurring supply. Payment for the work will be made after its acceptance within 10 working days.

The tender was first held in early December. Only one company submitted an offer. At exactly 00:00 on December 10, UKRZALIZNICHAVTOMATIKA LLC submitted its tender offer. At 15:45 on the same day, the company was officially announced as the winner, and a notice of intent to sign the contract was immediately issued.

But the contract was never signed. The reason given was the impossibility of eliminating the identified violations of public procurement legislation. The state financial control body found signs of violations of public procurement legislation and decided to start monitoring.

The Center for Public Investigations found out that Ukrzaliznychavtomatika LLC, which was registered in 2010 in Kyiv and has an authorized capital of UAH 30 thousand.

During 2023-2024, the company was featured in nine journalistic investigations. It was accused of having a monopoly position in the alert system market, ties to a member of parliament who is currently hiding abroad due to corruption cases, and possible cooperation with Russian companies.

In total, the company received UAH 45 million 557 thousand 908 in public procurement. Moreover, 44.9 percent of this amount was received in 2024 alone, which indicates its active participation in tenders this year.

The automated alarm notification systems were planned to be installed in August. A total of 56 such systems were to be installed at the local level. Two of them are already in operation, and local governments have prepared technical documentation for more than 30 new systems. At the moment, there are 307 sirens, 192 loudspeakers and 4 radio stations in the region to inform the public about threats.
