Mykolaiv has planned 911 million in public investments over three years

Mykolaiv has identified the sectors to which it plans to direct public investments in 2027–2029. Funding for the three-year period totals more than 911 million hryvnias.

The Executive Committee of the Mykolaiv City Council has approved the medium-term plan for priority public investments in the Mykolaiv city territorial community for 2027–2029. The document identifies the key sectors to which budget resources and other sources of funding are planned to be directed over the next three years.

The main source of funding is expected to be the local budget —300 million hryvnias annually, or 900 million hryvnias over three years. In addition, the city plans to raise 9.62 million hryvnias through local borrowing in 2027 and another 2.01 million hryvnias in 2028. 

The largest amount is earmarked for transportation and postal services—386.03 million hryvnias over three years. In 2027, 134.42 million UAH is planned for this sector; in 2028, 126.81 million UAH; and in 2029, 124.8 million UAH. Local borrowing is also factored into this sector.

The second-largest area of spending is education and science —178.2 million UAH, or 59.4 million UAH annually. UAH 111.3 million is allocated for municipal infrastructure and services, UAH 87.3 million for healthcare, and UAH 78.3 million for housing.

An additional 23.4 million hryvnias is planned for sports, physical education, and youth development; 17.1 million hryvnias for energy; and 16.2 million hryvnias for culture and information. 9 million hryvnias has been allocated for the digital transformation of the state and society.

Smaller amounts are allocated for the social sector —3.6 million UAH, public safety—900,000 UAH, as well as the environment and economic activity—150,000 UAH each.

The approved plan covers 13 priority sectors: transportation and postal services, municipal infrastructure, housing, energy, education and science, healthcare, social services, the environment, digital transformation, sports, culture, economic activity, and public safety.

Once the document is approved, the City Council’s Department of Economic Development must enter information about the sectors and their funding limits into the DREAM system within five days.

Also in August, Mykolaiv supported an appeal to Kyiv for one billion due to the budget deficit. If the funding is allocated, it is planned to be directed toward priority needs: paying salaries to public sector employees and covering utility and energy costs.
