Mykolaiv backed an appeal to Kyiv regarding a billion due to the budget deficit

After exceeding its budget revenue target, Mykolaiv received additional funds, but these are not enough to cover all of the community’s needs. Therefore, city officials are proposing to allocate funding for the construction of new boiler rooms while also asking the government to provide additional financial assistance.

The Budget Committee of the Mykolaiv City Council approved amendments to the community’s 2026 budget and recommended that council members consider the corresponding draft resolution at the next session.

The draft provides for the allocation of 44.98 million hryvnias as a subsidy to the regional budget. The funds will be used to cover 10% of the cost of the project to install modular boiler houses in Mykolaiv.

During the meeting, it was reported that the necessary funds became available thanks to the budget’s revenue exceeding projections over the first seven months of the year. According to the city council’s finance department, revenue targets were met at 110.6%.

The committee chair explained that the increase in revenue was driven by new large taxpayers who registered in Mykolaiv. According to him, these include major IT companies that pay taxes to the city budget. At the same time, council members noted that even these additional revenues are not enough to fully cover the budget deficit.

Committee members also supported an appeal to the Verkhovna Rada and the Cabinet of Ministers requesting that the city be allocated an additional subsidy from the state budget.

In the appeal, the city council asks that Mykolaiv be recognized as a frontline community and that at least 1.18 billion hryvnias be allocated to cover the budget deficit in 2026.

If the funding is allocated, it is planned to be directed toward priority needs: paying salaries to public sector employees and covering utility and energy costs.

The speakers explained that this appeal is an updated version of a similar document that council members adopted when approving the budget at the beginning of the year. It was redrafted due to changes in budget indicators and personnel changes within the government.

Meanwhile, in late July in Mykolaiv, a competitive bidding process to select a company to sort household waste in the city ended without a winner. The sole participant failed to score the minimum number of points.
