Mykolaiv Establishes Contractor Register to Ensure Quality Work

Mykolaiv has decided to create a register of unscrupulous contractors - companies that have not fulfilled their obligations to the city. These are contractors who have disrupted repair deadlines, performed poorly or violated the terms of the contract.

The decision was made by members of the executive committee of the Mykolaiv City Council.

Previously, such companies could participate in tenders and receive budget funds again. Now they will be included in the register, which will limit access to new contracts. This will help the city avoid unnecessary costs and cooperate only with reliable contractors, which guarantees high-quality and timely work.

The executive bodies of the city council will be responsible for maintaining the register. In addition, all contracts concluded by municipal enterprises will have a clause on the responsibility of contractors and the possibility of their inclusion in the register in case of violation.

The list may include companies that provide construction, repair, road works, landscaping, or supply goods and services to the city. The contractor will be able to restore its reputation if it eliminates all violations, compensates for losses and proves its reliability.

Examples of unfair contract performance in Mykolaiv region are not uncommon. For example, in Voznesensk, a company that has been repeatedly featured in journalistic investigations is building a rehabilitation center. The contract for the work was signed in 2023, but at the end of 2024, the parties signed an additional agreement. Recently, the company has been the subject of three journalistic investigations into price gouging, corruption schemes and the distribution of budget funds among related entities.

In addition, the contract for road cleaning in Mykolaiv was awarded to the company without a competitive procedure. The company regularly receives orders from local authorities and has already earned almost UAH 400 million in public tenders. The company's main customers are Mykolaiv district administrations, departments and utilities.
