Rehabilitation Center in Voznesensk: Controversial Contract Revealed

A company that has been featured in several journalistic investigations is building a rehabilitation center in Voznesensk. The construction contract was signed in 2023, but an additional agreement was drawn up at the end of 2024.

This was reported by the Center for Public Investigations with reference to the DREAM ecosystem.

A rehabilitation center is being built in Voznesensk to help residents in need of comprehensive care after illnesses, injuries, and surgeries. The center will be the first specialized institution in the region to provide rehabilitation services for patients with various needs, from physical and psychological to social.

The project was launched on the basis of a 1200-square-meter building owned by the Voznesensk City Primary Health Care Center.

The goal of the project is to provide citizens with access to rehabilitation services, including recovery from strokes, heart attacks, surgery, cancer, trauma, mental disorders, and many other conditions that require specialized treatment. It will also include assistance for people with disabilities, veterans, children with special needs, and the elderly.

The total budget of the project is UAH 37 million.

The building will be overhauled, including the redevelopment of the premises to create comfortable conditions for the treatment and rehabilitation of patients. The building will be insulated, infrastructure modernized, new doors and windows installed, and porches and ramps for people with disabilities will be arranged. The restoration also includes the arrangement of a basement for shelter and the creation of all the necessary conditions for the safe stay of patients.

According to the description, the Rehabilitation Center will significantly improve medical services in the region, providing access to necessary care for hundreds of people. It will also contribute to the development of the local economy by creating new jobs and attracting investment in the healthcare sector.

According to the Prozorro system, the auction took place in December 2023, and only one company submitted its offer, which was awarded the contract - GOLNEST LLC.

On December 30, 2024, the Department of Housing, Utilities and Capital Construction of the Voznesensk City Council signed an additional agreement with the company.

According to YouControl, GOLNEST LLC was registered in 20219 with a registered capital of UAH 5 thousand. The company's beneficiary is Volodymyr Podolian. Recently, the company has been featured in three journalistic investigations into inflated prices, corruption, and the distribution of budget funds among "cronies."

In 2023-2024, the company earned more than UAH 90.2 million in public tenders. In addition to this company, Podolian is the owner of AlfaBud, Alfa Construction Company LLC and Alfa-Spetsbud LLC. He is also registered as an individual entrepreneur. These companies also actively receive government tenders almost without competition.

In October, an agreement was signed in Mykolaiv region to repair the shelter, which had been planned since 2019. More than UAH 19 million was allocated from the budget for the project. The tender was won by a company registered less than a year ago, but this did not prevent its beneficiary from receiving more than UAH 40 million in public procurement.

And in July, a tender worth more than UAH 10 million was awarded in the region to a company that had previously been accused of inflated prices, embezzlement of budget funds and money laundering. All these contracts were awarded to companies owned by the same businessman.
