Deputies of Mykolaiv City Council planned to appeal to the Verkhovna Rada of Ukraine with a request not to adopt changes to tax legislation. They emphasized that this could negatively affect the activities of small businesses and individual entrepreneurs.

This is evidenced by the draft decision of the Mykolaiv City Council.

In the appeal, the parliamentarians emphasized that since the beginning of the full-scale invasion of Russian troops, the city's infrastructure, including industrial and energy facilities, has been systematically destroyed.

As stated in the document, businesses are forced to temporarily suspend operations or relocate production to safer areas. In such conditions, the community's livelihoods largely depend on the stable operation of small and medium-sized businesses, which provide jobs, local budget revenues, support for critical infrastructure and social sustainability of the city.

The deputies emphasized that increasing the tax burden, complicating administration or limiting the simplified taxation system could lead to the curtailment of business activities, job losses and a decrease in budget revenues.

In addition, in the first seven months of 2025, enterprises in Mykolaiv region received almost UAH 371 million in VAT from the state budget. The funds went to 47 legal companies that pay taxes officially, which was support for "white" business without schemes and evasion.
