Mykolaiv City Hall tries to reformat the apparatus

A scandalous draft decision to change the structure of executive bodies is being submitted to the regular session of the city council on April 30. Despite the fact that the relevant committee rejected the document, the mayor's office is making a second attempt to push through the changes.

The draft decision was published on the website of the Mykolaiv City Council.

What exactly is proposed to be changed

According to the draft decision, the mayor's office wants to amend the basic decisions on streamlining the structure adopted in August 2025. The key innovations include:

  1. <b>Powers of the Executive Committee:</b> A new wording is proposed that allows the executive committee to include not only departments and offices, but also separate specialized units, such as the information protection sector and the cultural heritage protection sector.
  2. Redistribution of staff: The document contains a detailed list of the quantitative composition of departments. In particular, it provides for:

Earlier, the Standing Committee on Legislation (chaired by MP Olena Kiselyova) rejected the draft law. The deputies argued that the mayor's office provided "general figures" without explaining the real need for staff and the functionality of the new or changed departments.

The commission's main demand remains the same: the mayor must provide a complete internal structure with a clear description of the staffing of each unit, not just the total number of employees by department. The deputies want to see whether these changes will lead to bloating of the apparatus and unnecessary budget expenditures in times of war.

Explanatory note: arguments in favor

The project's developer, Chief of Staff Andriy Volkov, emphasizes in the explanatory note that the changes are necessary to "define the functional powers and procedure for organizing activities." Funding is planned to be provided within the budgetary allocations already provided for the maintenance of the apparatus.

This issue will be considered against the background of other decisions that are being prepared for inclusion in the agenda "from the floor".
