Budget by voice, liquidation of kindergartens and land redistribution: Mykolaiv City Council session

Tomorrow, on April 30, at 11:00 a.m., Mykolaiv City Council will convene its 53rd regular session. The deputies will work remotely, and in addition to planned land decisions, a number of issues are being prepared for the agenda.

The relevant draft decision is published on the website of the Mykolaiv City Council.

The main event may be amending the community budget for 2026. Mayor Oleksandr Senkevych is personally submitting the draft. It is worth noting that the document was published in violation of the deadlines (i.e., in less than 10 working days) and as of the evening before the session, the budget committee had not considered it.

They will also try to pass it by voice vote:

To approve <b>the Digital Transformation Program for 2026-2028</b>.

To push through the <b>Housing and Utilities Reform Program for the</b> second time, which MPs already failed at the March session.

In addition, MPs will try again to approve the <b>Integrity Plan for 2026-2028</b>. The document has a difficult fate: the Budget Committee did not support it, and the Legality Committee could not vote due to the lack of a quorum. Now they want to add a requirement to involve a "broad group of developers" in the development of the next document.

Another attempt to change <b>the structure of the council's executive bodies</b> is also included in the "current issues". Previously, the Legality Commission did not approve this decision, requiring the mayor to provide a detailed "internal" structure with the number of employees.

The meeting will be held remotely via videoconference, and will be broadcast on the city council's YouTube channel and the official website, which guarantees open access for city residents.

Intent has traditionally planned to broadcast the plenary session online.
