MP's company wins 88 million to repair the bridge between Odesa and Mykolaiv

Over UAH 88 million has been allocated for the repair of the bridge between Odesa and Mykolaiv. The contract may be awarded without competition to the company of a deputy of the Odesa City Council.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

The Infrastructure Restoration and Development Service of Mykolaiv Oblast has announced a tender for the overhaul of the bridge at km 174 + 647 of the national road P-55 Odesa - Voznesensk - Novyi Buh with approaches. The expected cost of the works is UAH 88 million.

The tender was announced on November 24, 2025. Potential bidders could ask for clarifications and challenge the procurement terms until December 7, 2025. At the same time, only one company, Rostdorstroy LLC, applied for the tender, so the auction was not held due to the lack of competitors. The tenderer is currently awaiting a decision on signing the contract.

Only one company, Rostdorstroy LLC, applied for the tender, so an auction was not necessary. The company has been operating in the market since 2005 and belongs to large businesses. The ultimate beneficiaries of the company are Yuriy Shumacher, a deputy of the Odesa City Council from the party "Trust the Deeds," and businessman Yevhen Konovalov.

Rostdorstroy is associated with the RDS group, which also includes Kyivshlyakhbud and RDS-Poltava. According to YouControl, in recent years alone, the company has received government contracts worth more than 88 billion hryvnias.

Rostdorstroy purchases most of its construction materials through Squo, a company controlled by his daughter Kateryna.

The company also cooperates with Avtomagistralya-Pivden - both are tender partners and members of the National Association of Road Workers of Ukraine.

The company is involved in a number of criminal proceedings, ranging from price gouging and negligence to possible misappropriation of budget funds. The cases include an investigation by the Prosecutor General's Office into the legalization of almost UAH 273 million, as well as episodes in which Rostdorstroy and Avtomagistral-Pivden were suspected of paying kickbacks to Road Service officials.

In September, the company was awarded another road contract in Mykolaiv region. It will be paid over UAH 1.5 billion from the budget for the maintenance of national roads.

The overhaul of the bridge at km 174+647 of the national road P-55 Odesa-Voznesensk-Novyi Buh with approaches was ordered last year. More than UAH 400 million was allocated for these works.
