Between October 2025 and March 2026, Odesa Oblast purchased UAH 71.5 million worth of coal for budgetary institutions, and more than half of these funds were used by two companies with similar names.
The companies in question are Oblpalyvno Trading Company Limited Liability Company and Oblpalyvno Trading Fuel Company LLC, Nikcenter reported.
The companies are located in neighboring offices in the same building. The former has been operating since 2017, and the latter was established in November 2025. TC Oblpalyvno took first place in the ranking of the largest coal suppliers for state employees in Odesa region, compiled by Mykolaiv journalists, with a result of UAH 22.8 million. According to the YouControl service, the company is owned by Dmytro Starostenko from Odesa.
The second place was taken by TPK Oblpalyvo LLC with the result of UAH 22.4 million. The company is owned by two Odesa residents, Olena Emelianenko and Daria Rudenko. In the past, Olena Emelianenko was a business partner of Ricardo Vasquez, a resident of the British Virgin Islands. It was Ricardo Vasquez who for a long time was a beneficiary of the Oblpalyvo Production Association, which held leading positions in the coal procurement market in Odesa region.
The companies have never competed with each other. They were awarded contracts through open bidding, where they were the only participant. In addition, both acted as intermediaries, reselling coal to the budget from a wholesaler, another Odesa-based company, TD Vostokmarket.
Meanwhile, the municipal enterprise Bilhorod-Dnistrovskyi City Department of Capital Construction in Odesa Oblast conducted a procurement under the amended project for the construction of a radiation shelter at the city gymnasium No. 4.
