More than 40 thousand Ukrainian companies are linked to Russia

Analysts of the R&D Center studied the data from the Unified State Register of Legal Entities of the Russian Federation and found that 40,944 Ukrainian companies and 836 individual entrepreneurs own businesses in Russia or re-registered their companies during the war, and have indirect ties to the aggressor country.

In addition, YouControl analysts found that 519 Ukrainian companies re-registered in Russia are associated with 185 financial and industrial groups in the service system.

In addition to re-registration of Ukrainian companies under Russian law, new legal entities are also created in Russia. Their main registration data may fully or partially coincide with the data of companies registered in the Ukrainian Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (USR).

The researchers systematized the connection of companies with the aggressor country in the form of 15 factors in the "Express Analysis", including those that show the likelihood that a Ukrainian company or its participant or ultimate beneficiary is part of a legal entity registered in Russia; when there is a similar legal entity registered under Russian law in the temporarily occupied territory of Ukraine; when a company was re-registered in the temporarily occupied territory by Russia and it is likely that an individual entrepreneur registered under Ukrainian law is a participant in a legal entity registered under Russian law; when a company was re-registered in the temporarily occupied territory by Russia and is likely to be a participant in a legal entity registered under Ukrainian law.

When a company was re-registered in the temporarily occupied territory by Russia means that a legal entity with a corresponding identifier has been entered in the Russian Unified State Register of Legal Entities (EGRYUL), which gives grounds to classify it as one that has been re-registered in the Russian Federation. As of November 2024, YouControl specialists have identified almost 35 thousand such legal entities. Kherson region with 1,332 companies ranked fifth.

At the same time, some companies from the occupied territories that are registered in the Russian Unified State Register have changed their place of registration to the government-controlled territory of Ukraine. 519 Ukrainian companies re-registered under the laws of the aggressor country are linked to 185 FIGs in the YouControl system.

In August of this year, the system added another new factor of connection with the aggressor country, when there is a similar legal entity registered under Russian law in the temporarily occupied territory of Ukraine. It indicates that a legal entity is registered in Russia, which, according to a set of certain criteria, is a kind of "clone" of a Ukrainian legal entity, and does not have a confirmation of re-registration in the registration data in the Russian Unified State Register. We have identified more than 1,200 such companies.
