Millions for salaries and bonuses: how much did the heads of Mykolaiv municipal enterprises receive?

The incomes of Mykolaiv's utility managers in 2025 varied considerably depending on the institution. In some cases, bonuses amounted to more than a third of annual earnings.

The director of the Mykolaiv City Center for Social Services, Tetiana Hudyma, received more than 320 thousand hryvnias in actual payments last year, although the total amount of accruals reached more than 416 thousand. More than half of this amount - over UAH 206 thousand - was bonuses. The distribution of payments during the year was uneven: the largest amounts were paid in the spring and summer months, while in winter the accruals were much smaller.

The situation at GDMB is somewhat different. Director Oleksandr Ursolov received about UAH 475 thousand in actual payments for the year out of a total accrual of more than UAH 625 thousand. In 2025, no bonuses were paid here, and the salary consisted of the official salary, vacation pay, indexation and recalculations.

Artur Gezalian, the director of the housing and communal services of the Breeze urban-type settlement, actually received about 39 thousand hryvnias per month, although his official salary was almost 48 thousand. He did not receive any bonuses or allowances.

Hryhoriy Patoka, director of KSMEP, showed the highest income among the heads of utility companies. He received more than UAH 1.15 million over the year, with bonuses accounting for more than a third of this amount - UAH 414 thousand, and about 55 thousand were spent on financial assistance for health improvement.

Konstantin Terentyev, director of Obriy-DKP, earned more than 592 thousand hryvnias over the year, of which 26.5 thousand were bonuses, and most of it was salary. The situation is similar at Zakhyst: Director Oleksiy Oliynykov received over UAH 645 thousand, of which almost UAH 232 thousand were bonuses.

Thus, the analysis of official documents shows that the incomes of the heads of Mykolaiv municipal utilities in 2025 differed significantly in size, and bonuses in some institutions made up a significant part of annual charges.

Earlier, the Center for Public Investigations analyzed which government officials received financial assistance from the budget in 2024. The salaries of officials of Mykolaiv City Council and the regional military administration consist not only of salaries, allowances and bonuses, but also include significant additional payments. Officials' declarations indicate that most of them have foreign currency savings and property, including land plots, apartments, and cars.
