Lviv company of Odesa woman wins 100 million tender for repair of Jewish hospital

The Capital Construction Department of the Odesa City Council has conducted a procurement to select a company that will be paid to restore the building for the purulent surgery department of the City Clinical Hospital No. 1, known in Odesa as the Jewish Hospital.

According to the Center for Public Investigations, the relevant announcement was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with specific features and the only participant was the Limited Liability Company "Trading House "Royal Art Decor".

According to the YouControl service, TD RAD LLC was registered in Lviv in August 2016. The main activity is mediation in the trade of wood, building materials and sanitary products. The company is registered in Lviv, but the ultimate beneficiary is Olena Posternak from Odesa.

The company will have to repair the hospital building by December 31, 2027, and plans to receive UAH 108 million 142.8 thousand for this.

In July 2025, the Capital Construction Department of the Odesa City Council held a tender to select a contractor who would be paid for the restoration of the premises of the C building with an adaptation for the rehabilitation department of the City Clinical Hospital No. 1. At that time, the procurement was also conducted in the format of an open tender with special features, and the only participant was the Royal Art Decor Trading House Limited Liability Company. The company will have to complete the work by December 31, 2026, for UAH 36 million 421.2 thousand after the agreement is concluded.

In June 2023, the Capital Construction Department of the Odesa City Council entered into an agreement with Royal Art Decor Trading House LLC to repair the building letters A, B, C on the territory of the City Center for Humanitarian Assistance, Information and Economic Support for UAH 23 million 103 thousand 388. This procurement was also conducted without competitors.

In 2024, the Capital Construction Department in Odesa concluded another agreement on additional repairs on the territory of the City Center for Humanitarian Aid of Information and Economic Support, located at 4 Khimichna Street. It is about repairing the engineering networks of administrative buildings, the cost of which will reach almost UAH 13.3 million.
