Another 30 million tender for hospital restoration awarded to Lviv contractor in Odesa

The Capital Construction Department of the Odesa City Council has conducted a procurement to select a contractor who will be paid for the restoration of the premises of the letter C building with an adaptation for the rehabilitation department of the City Clinical Hospital No. 1.

The relevant information is available in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features and the only participant was the Limited Liability Company "Trading House "Royal Art Decor". The company will have to complete the work by December 31, 2026, for UAH 36 million 421.2 thousand.

According to the YouControl service, the company was registered in 2016 in Lviv. The owner is Olena Pasternak from Odesa. The publication "Anti-Corruption Dimension" linked her to a former employee of the Department of State Architectural and Construction Control of the Odesa City Council, Andriy Posternak.

Last year, the company had already won a procurement for the same lot without an auction, which was held in April. Back then, the company signed a restoration agreement for UAH 31 million 440.8 thousand. After that, several additional agreements were concluded in 2024-2025, but there is no information on the termination of the previous agreement. However, in July 2024, the project was adjusted. For this purpose, a procurement was conducted without the use of an electronic system, which was won by Hiprograd Plus Limited Liability Company. The company received UAH 452.9 thousand for correcting the documentation.

In 2023, the department entered into an agreement with the Royal Art Decor Trading House Limited Liability Company to repair the A, B, C building on the territory of the center for UAH 23 million 103 thousand 388. This procurement was also made without competition.
