Odesa city council decided to give renovation of a lyceum in Odesa to a Kyiv company without an auction

The Capital Construction Department of the Odesa City Council has conducted a procurement to select a company that will be paid for the overhaul of the building (to eliminate accidents in budgetary institutions, establishments) of the Mykhailivskyi Lyceum in Odesa.

The relevant information is available in the Prozorro e-procurement system.

The contractor was selected in the format of open bidding with special features and Consulting-Bud Limited Liability Company had no competitors.

The company will have to complete the repairs by March 31, 2025, and expects to receive UAH 32 million 544 thousand for the work.

According to the YouControl service, Consulting-Bud Limited Liability Company was registered in 2006 in Kyiv, and its owner is Lyubomyra Kozhushko from Lviv.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Thus, the Department of Municipal Economy of the Odesa City Council conducted a procurement to select a company to overhaul the elevators of a residential building at 159 Lustdorfska Road.

We are talking about two elevators in this building. The only participant in the tender was Steel Made Limited Liability Company.
