Kuyalnytsia community is looking for a contractor for the second time to create a base for rescuers for UAH 9.9 million

A tender for repairs to a non-residential building to house firefighters in the village of Nestoita, Kuyalnytsia community, was announced for the second time on June 4, two days after the results of the previous tender were canceled.

According to the Center for Public Investigations, the procurement announcement was published on the Prozorro website.

The Kuyalnytsia village council of Podil district, Odesa region, announced the second tender because the winner of the tender, SC-Podillya, did not submit all the documents. For example, the company did not confirm the availability of loading equipment or the presence of workers. In addition, SK-Podillya failed to provide appropriate documentary evidence of labor/civil law relations with the contractor, Oleh Pui. Therefore, the first tender was canceled.

Currently, the tender is being accepted for the second tender, which will be held in the format of an open tender with special conditions. The expected cost of reconstruction of the non-residential building to create a base for rescuers is UAH 9.9 million.

The term of work is set to last until May 2026. During this time, the contractor must carry out dismantling, construction and installation work, provide water supply, sewage and electricity. Install a fire alarm system.

This project is being implemented in cooperation with the European Union to build community resilience to forest fires and early warning in the Black Sea basin. Most of the funding is planned to be covered by grants.

Open bidding with peculiarities means that almost all terms are shorter than they were in open bidding under the Law on Public Procurement. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such bidding, so the bidder has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
