Kherson RSA officials earned the most in June

The average salary of employees of local state administrations in June 2025 showed significant differences between regions. The highest incomes were recorded in Kherson region, Mykolaiv region ranked 7th, and Odesa region was only 14th.

According to the dashboard of the Ministry of Finance of Ukraine, the average salary of employees of local state administrations in June 2025 varied significantly between regions. The highest incomes were recorded in Kherson region - UAH 66.2 thousand per month, Kharkiv region - UAH 56.6 thousand, and Luhansk region - UAH 50.1 thousand.

Among the southern regions, Kherson remains the leader, Mykolaiv ranked 7th with UAH 43.2 thousand, and Odesa region ranked 14th with an average salary of UAH 34.6 thousand.

According to the Ministry of Finance, the average salary takes into account all legal payments: a fixed rate, bonuses, guarantees and compensation payments. The number of full-time employees in the regions also varies, which affects the distribution of budget funds. The largest number of staff in Mykolaiv and Kherson regions is employed in the executive bodies of regional state administrations and district administrations. This data allows comparing civil servants' remuneration between regions and tracking trends in salary growth or decline.

At the beginning of the year, the Kherson Regional State Administration topped the ranking among Ukrainian regional state administrations in terms of average salary. The second place was taken by Kharkiv RSA with an average salary of 62.2 thousand hryvnias, and the third place was taken by Mykolaiv RSA with 52.5 thousand hryvnias.

In Kherson RSA, the average salary is much lower than the actual salary: the heads receive a salary of 75.6 thousand, while the average salary reaches 164.8 thousand hryvnias. Heads of structural units received an average salary of 102 thousand hryvnias with a salary of 39.3 thousand, and workers received 20.4 thousand hryvnias with a salary of 12 thousand hryvnias.

As for the city council, in 2025, the Executive Committee of the Kherson City Council used 39.9 million from the city budget. The largest share of expenditures - UAH 27.5 million (68.9%) - was spent on employee salaries and compensation payments.

As for the deputies of Kherson City Council, in 2024, the officials declared tens of millions of hryvnias of income, most of which came from business, not salaries. Three officials earned the most - their families received from 6 to 11 million hryvnias.
