Kherson region to buy mavicas for more than 8 million from a newcomer

The Executive Committee of the Beryslav City Council signed an agreement for the purchase of mavicars for UAH 8.7 million.

According to the Center for Public Investigations, the Executive Committee of the Beryslav City Council published an announcement about the purchase of mavicars on October 2. They did not hold a tender, but entered into an agreement directly with the supplier Ecodron LLC. The executive committee will purchase 90 drones for a total of UAH 8 million 784 thousand. They will buy DJI Mavik 3 quadcopters, DJI Mavik 3 Thermal quadcopters, and DJI Mavik 3 Enterprise quadcopters. However, it is impossible to find out whether the drones were purchased at market price, as the executive committee classified the contracts. The only thing is that the CPR estimated that the average cost of the drones would be within 97.6 thousand hryvnias.

In general, after examining other procurements in which Ecodron won, the CPR found that the prices for drones were in line with market prices. For example, in August, the Defense Department of the Zaporizhzhia Regional State Administration purchased a DJI Mavik 3 from this company at a price of UAH 71.9 thousand, while according to the hotline resource, the average cost of such a Mavik on the market was UAH 80 thousand. In September, the Special Purpose Center of the National Guard of Ukraine (military unit 3073) purchased a DJI Mavik 3 Thermal from Ecodron for 151.5 thousand hryvnias, while the average price on the market was 168 thousand hryvnias.

Interestingly, the executive committee restricted access not only to the contract for the purchase of drones, but even to the orders of the heads of the OVA and MVA on procurement without the use of Prozorro, as well as to President Zelensky's Decree on the declaration of martial law and the List of territories where hostilities are (were) conducted.

As for the supplier, according to the Youcontrol analytical system, Ecodron was registered at the end of November 2023. The owner is Aurika Dovhaliuk, a resident of Odesa region. The main activity of the company is retail trade carried out by mail order companies or via the Internet. Despite the fact that the company has been on the market for only 10 months, it has already managed to conclude 131 transactions totaling UAH 139.7 million.

In Izmail, the city council hired a deputy's company to restore a high-rise building that was damaged by Russian drone attacks in the city without an auction. Almost 2.5 million hryvnias will be allocated from the budget for the work.
