Kherson region opens 185 cases for theft of budget funds

More than 180 cases of embezzlement of budget funds are being investigated in Kherson region, and 15 people have already received actual sentences. The total established losses amounted to almost UAH 49 million.

The head of the Kherson Regional Prosecutor's Office, Serhiy Hrytsenko, told Suspilne.

In Kherson region, prosecutors are currently investigating 185 criminal cases related to embezzlement of budget funds. The prosecutor's office emphasized that protecting state and local finances from fraud and theft is one of their priorities.

According to the head of the regional prosecutor's office, Grytsenko, the completed cases have established losses of almost UAH 49 million. To recover these funds, law enforcement officers filed lawsuits worth more than UAH 17 million, and the court seized property worth UAH 18.5 million.

Each offense in the field of budgetary relations is an unfinished or improperly equipped facility, missing equipment for a hospital or kindergarten, etc. Our goal is to bring the perpetrators to justice and compensate for the damage," explained Hrytsenko.

Since the beginning of 2025, prosecutors have served suspicion notices to 26 people involved in cases of misappropriation of budget funds. Indictments against 20 of them have already been submitted to court.

In August 2025, a case against the director of a Kherson utility company was brought to court. For almost a year, he entered false data in his report cards, paying a salary to a "deputy" who did not actually work. As a result, the city lost over UAH 264 thousand.

In another case, an official of a medical institution and a director of a private company supplied hospitals with uniforms that did not meet the requirements of the Ministry of Health. As a result, the state lost UAH 2.86 million, and both women were notified of suspicion of misappropriation of property.

Special attention is paid to crimes related to the construction or repair of protective structures. For example, the director of a private company supplied reinforced concrete structures for shelters under a contract with the Kherson Regional State Administration, but an examination showed that they were of poor quality. The state lost UAH 3.86 million, and the case was referred to court on the grounds of misappropriation and embezzlement.

Under the same article, the case of the head of another private company is being considered, who entered false information in the acts of completion for the construction of 14 shelters in Kherson and embezzled UAH 1.29 million.

Some of the defendants have already been sentenced. For example, the former director of a medical institution was sentenced to 12 years in prison and his property was confiscated. He was found guilty of aiding and abetting the aggressor state and embezzling a large amount of budget funds during martial law.

Also, a deputy of the village council and the director of an enterprise, who embezzled almost UAH 195 thousand in 2019, were sentenced to three years in prison. The case concerns Andriy Spitsyn, a member of the Bilozersk Village Council, who was convicted of embezzlement during the repair of the water supply system in the village of Tomyna Balka.
