Five heads of municipal medical institutions in Kherson declared a total of UAH 4.57 million in savings.

This is evidenced by the analysis of declarations for 2025 conducted by the Center for Public Investigations and Intent.

The largest savings were declared by Yevhen Hnylytskyi, director of the Kherson City Dental Clinic, with UAH 1.32 million. In particular, he keeps 5,001 euros, 200 US dollars and 813 thousand hryvnias in cash. His savings increased by 98% over the year.

The second place was taken by Viktor Kolisnyk, acting CEO of the Luchansky Hospital, with savings of UAH 975 thousand. He keeps part of his funds in foreign currency and hryvnia accounts, as well as in cash. A significant part of the savings belongs to his wife Lyudmila.

Dmytro Domansky, CEO of the Tropinsky Hospital, declared UAH 830 thousand in savings. His savings consist mainly of US dollars and euros, as well as funds in bank accounts. Over the year, his savings increased by 132%.

Hanna Hostieva, acting CEO of Karabeleş Hospital, declared UAH 747 thousand in savings. The family keeps most of its funds in US dollars, the rest in bank accounts and euros.

Andriy Fedotov, the former CEO of the Luchansky Hospital, has accumulated UAH 698,000, which he keeps in cash.

The analysis of declarations showed a characteristic trend: four out of five heads of medical institutions keep part or all of their savings in foreign currency - US dollars and euros, which may indicate a desire to protect their savings from inflationary risks.

As Intent recently wrote, the heads of Kherson's municipal non-profit healthcare enterprises declared a total of more than UAH 8.7 million in income for 2025.

In May, the Center for Public Investigations, together with Intent, analyzed the declarations of Kherson City Council deputies for 2025. Out of 53 elected officials, 22 current and 9 former deputies had declarations in the NACP register.
