Heads of Kherson medical institutions declared millions in income

The heads of Kherson's municipal non-profit healthcare enterprises declared a total of more than UAH 8.7 million in income for 2025.

This data was published by the Center for Public Investigations and Intent, which analyzed the financial reports of five heads of city medical institutions.

The study covered the declarations of the heads of the Kherson City Clinical Hospital named after E. Karabelesh, the hospital named after O. Luchansky, where the declarations of two directors were analyzed due to the change of management, the hospital named after A. and O. Tropin and the Kherson City Dental Clinic.

At the same time, four other medical institutions in the city - a psychiatric center, a geriatric center, a perinatal center, and a children's dental clinic - ceased to operate.

The highest total family income was declared by the acting director general of Karabelesh Hospital , Hanna Hostieva, at UAH 2.28 million. Her own income amounted to UAH 1.29 million, of which UAH 831 thousand was her salary, UAH 367 thousand was payments under civil law contracts, and UAH 87 thousand was income from part-time work. Her husband, Andriy Andriushchenko, received UAH 982 thousand from business activities.

The second highest income earner was the former CEO of the Luchansky Hospital, Andriy Fedotov. His family declared UAH 2.07 million, which is 14% more than a year earlier. Fedotov himself received UAH 1.47 million, including more than a million hryvnias in salary and UAH 400 thousand from the sale of Ford Connect and Ford Mondeo cars.

Dmytro Domansky, CEO of the Tropinsky Hospital, declared UAH 2.03 million in family income, which is more than double the previous year. A significant portion of this amount came from the sale of a Mazda CX-5 for UAH 850 thousand.

Viktor Kolisnyk, acting CEO of the Luchansky Hospital, declared UAH 1.44 million in family income. Director of the Kherson City Dental Clinic Yevhen Hnylytskyi declared UAH 896 thousand of income earned through work in three medical institutions at once.

Analysts note that the significant increase in income of some heads of medical institutions is mainly due to the sale of cars and other property, not to an increase in salaries.

As a reminder, the current deputies of the Kherson City Council have declared millions in cash and shares in Poland, which amounts to a total of UAH 32.9 million in income and almost UAH 52 million in savings for 2025. Nine out of ten hryvnias of savings are kept in cash - UAH 50.3 million: the banking infrastructure of Kherson, which was destroyed or inaccessible due to the hostilities, apparently does not inspire confidence in some of the elected officials.
