Izmail MP's company gets right to repair Odesa roads for 6 million without auction

The Road Maintenance Department of the Odesa City Council has conducted a tender to select a contractor to be paid for the current repair of sections of the municipal road network in Odesa.

The relevant information was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions, and the only participant was Eurodor Limited Liability Company. The company expects to receive UAH 6 million 455.7 thousand for the repair of road sections with a total area of 4 thousand square meters if the agreement is concluded.

According to the YouControl service, Eurodor LLC is owned by Gevorg Avetisyan, a deputy of the Izmail City Council. The company was registered in 2005. In 2025, the company has already won government tenders totaling UAH 42 million 944.8 thousand.

For example, the Infrastructure Restoration and Development Service in Odesa region held an auction to select a company to pay for the operational maintenance of public roads of national importance. The winner was Eurodor LLC, which agreed to work for UAH 780 million 775 thousand.

Also, the Road Department of the Odesa City Council repeated the procurement to select a contractor who will be paid UAH 8 million 857.8 thousand for the current repair of the city's municipal road network. The auction was held in the format of open bidding with a single bidder, Eurodor Limited Liability Company. However, the results of this auction were later canceled due to the inability to eliminate the identified violations of public procurement legislation
