In Voznesensk, funding for non-priority items in the local budget has been suspended for over a month. Due to restrictions imposed by the Treasury, municipal budgetary institutions and public utilities may face difficulties in covering necessary expenses.
Valentina Moskalenko, head of the city council’s finance department, reported this during the 101st session of the Voznesensk City Council. She reported on the council members’ appeal to the Ministry of Finance of Ukraine regarding budget payments under special circumstances.
According to Valentina Moskalenko, the Treasury is currently making payments only for protected expenditure items. These include salaries and related benefits, energy, food, and medications. Funding for all other expenditures has been suspended for over a month.
The head of the finance department cited the Verkhovna Rada’s failure to adopt 45 draft laws proposed by Ukraine’s international partners as one of the reasons for this situation. She explained that, as a result, the state did not receive the expected tranches, and the state budget is not being implemented.
As Valentina Moskalenko explained, funds received into the single treasury account are first and foremost directed toward defense needs, pension and social payments, as well as the repayment of Ukraine’s external debt.
At the same time, local budgetary institutions and municipal utilities also require funding to operate stably and provide services to the population.
In this regard, the Voznesensk City Council appealed to the Ministry of Finance of Ukraine with a request to develop mechanisms for determining the priority of local budget expenditures.
The council members unanimously supported the appeal, with 19 votes in favor.
