Nearly 3.5 billion hryvnias were allocated for road repairs in the Mykolaiv region. After the previous tender for this same project was canceled, the company that had won the first tender submitted a bid again.
The Center for Public Investigations uncovered the details of the tender and what the company’s history revealed.
The project covers the section of the M-14 Odesa–Melitopol–Novoazovsk highway from km 110+000 to km 126+000. The estimated cost is 3.5 billion hryvnias. Funding is provided by the Ukraine Facility program with EU support. The work is scheduled to be completed by December 20, 2028.
Only “European Road Construction Company” LLC participated in the new tender. It offered to perform the work for approximately 4.6 million hryvnias less. A decision on the winner has not yet been made.
The first tender was announced in early July. At that time, “European Road Construction Company” LLC and “Rostdorstroy” LLC competed. The former won, offering a price 100,000 hryvnias lower. However, the tender was canceled due to the inability to remedy legal violations. After the tender was re-announced, there were no competitors.

According to YouControl, “European Road Construction Company” LLC was founded in 2008 in Donetsk. In 2018, Muslim Keloev became the owner. The company is currently owned by his family. The company has earned over 12 billion hryvnias through government procurement contracts. Among its regular clients are the Infrastructure Restoration and Development Services of the Mykolaiv and Kherson regions.
In addition, the company was implicated in a case involving the possible illegal extraction of mineral resources. The court upheld the seizure of equipment that investigators linked to these circumstances.
Also, in the Mykolaiv region, “Mykolaivmagistral” will be responsible for road maintenance for the second year in a row. In just a few years, the company has become one of the region’s largest contractors, having secured government contracts worth nearly 2 billion hryvnias.
