In the Mykolaiv region, a company with connections to the government beat out two competitors in a tender

In the Mykolaiv region, the winner of the tender to build a shelter for the Mykhailivsky Lyceum, worth over 50 million hryvnias, has been selected. Through its former owner, the company’s ties to the wife of Mykolaiv’s deputy mayor can be traced.

The Center for Public Investigations looked into the details of the case.

The tender was announced in late September by the Department of Education, Culture, Youth, and Sports of the Stepivka Village Council. The estimated cost of the work exceeded 52.3 million hryvnias. Three companies participated in the bidding: “Interbud” Construction Company LLC, “Altaprombud” LLC, and “Yur Proekt Bud” LLC.

After the auction, two companies offered lower prices, but their bids were rejected due to non-compliance with the technical specifications and other requirements outlined in the documentation. “Yur Proekt Bud” LLC was declared the winner with a bid of 51.3 million hryvnias. The contract is currently awaiting signature.

According to YouControl, the company was registered in Mykolaiv in 2005. Its authorized capital is 29,000 hryvnias, and its primary activities are engineering, geology, and geodesy. Dmytro Antipin is listed as the director and owner.

Until August 2019, the company was named “Tseliy” LLC. At that time, its owner and director was Vadym Karpov. Following the renaming, the director and primary business activities were changed, and Karpov ceased to be a shareholder.

At the same time, Karpov remains a co-owner of Nixiti-Development LLC, in which he holds a 40% stake. Another 30% of this company is owned by Yulia Koreneva —the wife of Mykolaiv Deputy Mayor Serhiy Korenev. Thus, through the former owner of “Yur Proekt Bud,” a business connection can be traced to the wife of the Mykolaiv deputy mayor.

Since 2024, “Yur Project Bud” LLC has entered into state and municipal contracts totaling 12.5 million hryvnias. Among them is the construction of a shelter for the “Zhuravlik” kindergarten for nearly 6 million hryvnias. Previously, journalists reported on possible overpricing of construction materials in this project.
